<p>The rebuilding of Allianz Stadium has delivered new public open space, artwork and facilities to the Sydney Cricket Ground precinct. The new venue is the third neighbour stadium to the SCG, which was established in the 1850s by troops from nearby Victoria Barracks.&nbsp;&nbsp;</p>
<p>The Sydney Sports Ground was opened in 1903 and operated until 1986. It was established as a venue for sports other than cricket and hosted the football codes, elite level athletics, motor sport, boxing, concerts and other events. In 1988, it was replaced by the original Sydney Football Stadium, a venue purpose built for the football codes and designed by celebrated Australian architect Philip Cox.&nbsp;&nbsp;</p>
<p>It closed in 2018 having hosted all manner of sporting and entertainment events from grand finals, FIFA World Cup qualifiers, rugby Tests, concerts by major international artists and even large-scale spectaculars such as Aida and Turandot.&nbsp;</p>
<p>Cox Architecture designed the original SFS’s replacement, which was opened in 2022 and delivered on time and under budget by the John Holland Group. In its first six months of operation, the new Allianz Stadium welcomed more than 700,000 people through the gates to sporting matches, concerts and community events.&nbsp;</p>
<p>The next major project is the delivery of the precinct village and carpark, which will establish new public plazas, green space and facilities, return the member tennis courts and a provide a 1500-space carpark adjacent to the stadium.&nbsp;</p>

<p>A community consultative committee operated throughout the construction of the new stadium. The committee’s membership was refreshed at the completion of construction and as the stadium moved into the operational phase. A new independent chair was appointed. The committee is a crucial forum with representatives from local organisations, unaligned local residents as well as our neighbouring councils, City of Sydney, Woollahra, Waverley and Randwick. Particpants are updated on stadium activities and discuss issues and any points of concern.&nbsp;</p>
<p>In accordance with condition B18 of the SSD 9835, Venues NSW sought the Planning Secretary’s approval to continue the CCC established for Stage 1 and Stage 2 of the SFS Redevelopment for the duration of the Precinct Village and Carpark construction works and for a least 12 months following the completion of construction or until the submission of the second Post Occupation Compliance Report is submitted (whichever is the sooner).&nbsp;</p>
<p>A Planning Modification (Modification 7) to Sydney Football Stadium (SFS) Redevelopment (SSD 9835) to incorporate the ‘Precinct Village and Car Park’ was approved by the Minister for Planning and Public Spaces on 18 July 2022.&nbsp;</p>

Community

<p>Venues NSW is seeking regulatory planning approval to increase the number of concerts that may be held at Allianz Stadium from an average of 4 to 20 per year.</p>
<p>This will take form in a modification application that will be prepared and submitted to the NSW Department of Planning and Environment for assessment, with the proposed changes set to make Sydney a more competitive, attractive destination for live events and boost the visitor economy by up to $120M, per year.</p>
<p>The proposal seeks to:</p>
<ul>
  <li>Increase allowable number of concerts from an average of 4 to 20 per calendar year;</li>
  <li>Amend rehearsal finishing times and sound tests from 7pm to 10pm;</li>
  <li>Amend the maximum concert length from 5 hours to between 5 to 10 hours for two concerts per year; and</li>
  <li>Exemption to concert curfew to host the official Mardi Gras after party</li>
</ul>
<p><strong>No changes</strong> are proposed to the concert curfew (11pm) (other than Mardi Gras), maximum venue capacity (55,500 patrons), transport arrangements, or operational management plans.</p>
<p>If approved, Venues NSW will work closely with our sports partners to manage scheduling and ensure that everyone can co-exist throughout the October to March period each year.</p>

<p>Since opening in 2022, the new Allianz Stadium has established itself as one of Australia's top destinations for major sporting and entertainment events using the latest stadium technology and design that delivers an improved experience for everyone involved.</p>
<p>As we continue to recover from the disruption of COVID pandemic, increasing the concert capacity presents an invaluable opportunity to unlock and deliver far-reaching economic and social benefits for all NSW residents including:</p>

<p>To help mitigate noise and effectively manage noise impacts on our neighbours, Allianz Stadium uses modern, adaptive and purpose-built sound and noise control including:</p>

  <li>In a world first, a real-time in-venue noise monitoring system has been installed to ensure noise levels do not exceed the approved maximum volume at surrounding residences</li>
  <li>Penetrations in the façade have been limited to better contain sound and light impacts</li>
  <li>Noise levels are calibrated during sound checks prior to an event to establish in-venue limits for each concert</li>
  <li>The new roof covers the entire seating bowl and is physically higher to better contain sound and light</li>
  <li>Concert speaker technology has improved, allowing for noise emissions to be monitored throughout concerts and real-time levels fed back to the sound stage to allow active management of noise</li>
  <li>Strict adherence to noise management plans</li>
</ul>
<p><strong>Traffic and transport management</strong></p>
<p>Transport for all events including concerts is managed through a suite of measures. Comprehensive transport, operational and management plans were prepared and endorsed by Transport for NSW as part of the original redevelopment and will continue to be adhered to.</p>
<p>Venues NSW promotes active travel management to all its events and is committed to encouraging a cohesive environment and experience for all events by offering sustainable and accessible transportation options to the stadium including:</p>
<ul>
  <li>Integrated public transport ticketing for all events</li>
  <li>Active wayfinding signage and walking routes to and from the venue to encourage pedestrian circulation</li>
  <li>Secure bike parking and end of trip facilities for cyclists</li>
  <li>Approval for up to 1500 additional car spaces within the new Precinct Village, to be completed in 2025*</li>

<p>A mixed zone may be installed for major events. Mixed Zones provide an opportunity for the press/broadcasters to conduct interviews with athletes as they leave the field of play or the venue. All athletes pass through the Mixed Zone however they are not obliged to answer questions or participate in interviews. Hirers may choose to use the Tunnel Club as a mixed zone. Hirers will communicate details to media prior to the match.&nbsp;&nbsp;</p>

<p>Power will be set out behind LED signage at the northern and southern ends for football (soccer) events as per A-League / FIFA guidelines. Photographers requiring power during play for other football codes may use the power outlets located around the field of play but away from high traffic areas.&nbsp;&nbsp;</p>
<h3><strong>STORAGE</strong></h3>
<p>There is no permanent onsite storage. Photographers may use the lockers adjacent to the photographer’s room but must remove all equipment prior to departure each day. Any equipment left is at the owner’s risk and will be removed by Venues NSW.&nbsp;&nbsp;</p>
<h3><strong>CATERING</strong></h3>

All media accessing Allianz Stadium must always abide by the Conditions of Entry. Anyone found to be in breach of the Allianz Stadium Conditions of Entry may be asked to leave the premises. In addition to the SFS Conditions of Entry, all hirers have their own Conditions of Entry which Venues NSW is engaged to enforce on event days. The hirer will issue these prior to the commencement of each season.&nbsp;&nbsp;</p>
<h3><strong>SECURITY CHECKS</strong></h3>
<p>Access to the venue is subject to a bag check by Venues NSW security at the point of entry. Any media who refuse to these checks will not be permitted entry to the venue.&nbsp;&nbsp;</p>
<h3><strong>WI-FI</strong></h3>
<p>Venues NSW provides a complimentary Wi-Fi network dedicated to the media which is available within the media areas and on the field of play. Information on how to connect to the Wi-Fi can be found on the noticeboards with the media facilities. Media should note that the password will be changed regularly, and they may need to ‘forget’ the Wi-Fi to enter the new password.&nbsp;&nbsp;</p>

<h3><strong>SMOKING</strong></h3>
<p>Smoking and use of e-cigarettes and vaping are banned in all enclosed public areas and certain outdoor public areas, including the Allianz Stadium precinct, under the Smoke-free Environment Act 2000 and the Smoke-free Environment Regulation 2016. These bans protect people from harmful second-hand tobacco smoke. There is no safe level of exposure to second-hand smoke. Offenders smoking inside the grounds will be issued with an infringement notice and fined under the relevant by laws.&nbsp;&nbsp;</p>

<p>Children and friends of media will not be permitted entry to any media facilities, including filing and catering areas, unless approved by the hirer.&nbsp;&nbsp;</p>
<h3><strong>BEHAVIOUR</strong></h3>
<p>Media are asked to respect their fellow colleagues who may be meeting different deadlines. Media are not permitted to bring alcoholic drinks in the media areas or stand in aisles.&nbsp;&nbsp;</p>
<h3><strong>PRAYER ROOM</strong></h3>
<p>A Prayer Room is located on level one (1) in the south-east corner of the concourse.&nbsp;</p>
<h3><strong>EVACUATION</strong></h3>
<p>The Allianz Stadium has an emergency notification system on every floor. In the event of an emergency, a voice alarm will be activated and will instruct you on how to respond to the situation. If you are instructed to evacuate the building, please leave all personal belongings behind and move as quickly as possible to the nearest emergency exit.&nbsp;&nbsp;&nbsp;</p>
